Skënder Vrioni has been a member of the Authority for Information on Former State Security Documents since 2022. This is his first mandate as part of the collegial decision-making body of AIDSSH, while contributing to the building of the institution since its opening through the position of Secretary General of AIDSSH. With extensive experience in public administration and a profile engaged in the field of human rights, Mr. Vrioni has continuously contributed to efforts to shed light on the past and strengthen historical memory in Albanian society. Skënder Vrioni comes from a well-known family in the city of Berat, which during the communist regime was labeled as "enemy of the popular power", facing numerous political punishments, including the seizure of property and the restriction of civil rights. Although he completed high school with maximum results, he was denied the right to pursue higher education for many years. Only after 1991, he managed to attend the Faculty of Law at the University of Tirana, subsequently following a stable path in the service of public institutions and justice. At the Files Authority, Mr. Vrioni has represented the institution with dignity in international symposia and conferences on transitional justice, historical memory and the archives of the secret services of the former communist regimes. He has been a speaker and lecturer at some of these activities, where he has shared the Albanian experience in dealing with the past, as well as contributed with presentations on the use of former Sigurimi documents as a source of education for the younger generations. The topics of his discussions are related to the importance of archival documents in civic formation, the right to know, and the need for continuous reflection on the totalitarian past. Skënder Vrioni has previously held several key positions at the Authority: as Secretary General (2018–2022), Director of Security and Information Technology, and responsible for sectors covering institutional requirements and civic education issues. He also has extensive experience in the Central Election Commission, where he served as Secretary General, Director of Human Resources, and institutional trainer on electoral issues. He has made a special contribution to the design and implementation of civic and legal education programs, as well as in the organization of trainings and communication with civil society, including lectures on the topics of lustration and vetting of the past. Mr. Vrioni graduated in Jurisprudence from the University of Tirana and has held the title of “Lawyer” since 2001. He also completed a Master in Administrative Sciences at the “UFO” University, and has been trained by international institutions such as OSCE, IFES, ITAP and others. He speaks English and Italian at a communication level, and has good computer skills. His dedication to justice, respect for the truth and continuous contribution to strengthening institutional transparency make Skënder Vrioni an important voice in the journey to build a society that recognizes and faces the past in order to move towards the future with integrity.
