



The Authority on Files and the University of Shkodra sign a cooperation agreement
Shkodër, 26.05.2025 – The Authority for Information on the Former State Security Documents and the “Luigj Gurakuqi” University of Shkodër signed a cooperation agreement, with the main aim of deepening collective memory and studying the activity of the former State Security, particularly its impact on the lives of individuals and public figures of the time.
The Rector of the University of Shkodra, Prof. Tonin Gjurajemphasized that the agreement is based on four main pillars:
Promotion of scientific research – The Authority's documentation constitutes a rich resource for researchers interested in this field. Civic education – Confronting the past through scientific analysis helps shape the younger generations. Uncovering the communist past – Through conferences, publications, and joint activities aimed at objectively shedding light on history. Access to archival sources – Students and researchers will have the opportunity to use copies of documents relevant to their studies, especially in the second and third cycles of education.
“There is much to explore, but sufficient studies have not yet been conducted. This is a very interesting field for young researchers,” emphasized Prof. Gjuraj, adding that study visits to the Authority are also being planned.
The Chairwoman of the Authority, Mrs. Gentiana Sulaconsidered the agreement as a step forward in the academic institutionalization of historical memory:
“It is not enough for documents to be accessible or declassified; if they are not read by the right minds, they do not gain the value they deserve. This agreement gives memory a credible, academic dimension that aims to remove stereotypes, stop divisions, and build a better future.”
Mrs. Sula emphasized the importance of local histories, which give memory a human face: “Each of us has a story, a name, a face connected to the past. In Shkodër, this is especially strong — the city has shown resistance and active citizenship. We are ready to support not only the University’s academic agenda but also our mission to inform and raise public awareness.”
Members of the Authority emphasized the importance of opening documents covered by the “dust of oblivion” to revive historical memory.

Mr. Altin Hoxha“This cooperation serves the professional and academic uncovering of the past. Publishing the findings is the best service we can offer the public. This is the path to not repeating history.”
The cooperation agreement aims to build new bridges between the institution of memory and the academic world, to assist in documenting, understanding, and sharing the past with society. It will serve to promote scientific research, civic education for younger generations, and the advancement of a balanced and professional approach to the history of communism in Albania.
